Three questions that Europe must ask about Russia
On Friday 18 May 2007, EU leaders meet Russian President Vladimir Putin in Samara. The summit will have few tangible results, partly because the Union is internally divided. But the meeting could well mark the end of the EU’s old, aspirational Russia policy. The Europeans need to stop pretending that they can make Russia more democratic and liberal. They need to focus on urgent issues, such as energy and trade, where they can make a difference.
