"I think what's driving this is desire to get economic growth, because he [Andy Burnham] understands that what Starmer was doing with the nitty gritty piecemeal negotiations on things like youth mobility and merging the emissions trading schemes and so on, we're not going to deliver anything very dramatic in terms of economic growth.
...And he understands that if you want to have a better economic growth, significant economic growth, you need to actually revisit the red lines and go for something like customs union or single market or memberships. I think it's just driven by growth. And he's been quite brave to say that, I think, because obviously, although Labour Party members tend to be pretty pro-EU and quite happy with that, a lot of voters in Labour constituencies wouldn't be so happy with that in the form of so-called red wall seats.
So I think he's been quite brave in bringing these issues back to the table. And certainly the Conservative Party in Reform UK will be willing to oppose him every bit along the way as he goes," said Charles Grant, director of the CER.
